Council delays bond sale; sets municipal election dates

Moore City Council delayed selling $7.4 million in general obligation bonds, set the dates for 2009 municipal elections and approved more than $1.5 million in claims and expenditures during its bi-weekly meeting Monday.
With six of the council’s seven members present, the group voted to change the date of the city’s general obligation bond sale by two weeks.
Originally set for Dec. 1, Monday’s action moved the date of the bond sale to Dec. 15.
City Manager Steve Eddy said councilmembers acted on the advice of the city’s financial manager.
“This allows a little more time for the bond market to firm up,” he said.
He said city officials hoped to sell the bonds at “about 4 percent” and expect to close on the sale sometime after the first of year. “The closing won’t occur until sometime in 2009 anyway,” Eddy said. “So a month or so won’t matter.”
Councilmembers also adopted Resolution 663(08), which set the date for the city’s municipal elections in 2009.
Additionally, the council approved:
• Authorizing city staff to solicit bids for erosion control abatement and cleanup services for construction.
• Establishing a Stormwater Violation Abatement Deposit and Reimbursement procedure for land developers.
• A bridge modification agreement with the Oklahoma Department of Transportation for the South 19th Street bridge. The agreement, city records show, would amount to $580,000.
• An agreement with EST Inc., to provide surveying services for 2009 Bond Project No. 1 — the widening of South 19th Street from Telephone Road to the Interstate 35 West Frontage Road.
Acting as the Moore Public Works Authority, the council:
• Approved claims and expenditures totaling $846,213.
• Ratified the action of the city council for the purchase of $50 holiday gift card certificates for each city employee.
